Robert Sand, 51, was nabbed in the Philippines last year after traveling from his hideout in Thailand without the proper identification papers.
Long Island Federal Judge Joseph Bianco said Sand's decade on the lam was the "most egregious" case of evading court-ordered obligations that he could find in his research.
